Make cleanliness campaign a mass movement: CM
ZIRO, Nov 13: Participating in 'Mission Clean Kley River' here on Sunday, Chief Minister Pema Khandu exhorted the people to start mass cleanliness movement right from village level across the state for a clean Arunachal.
The mass cleanliness drive in 24 km stretch of Kley river was organized by the Apatani Youth Association (AYA) with the theme 'Be your own Scavenger', which was supported by the district administration.
A large number of school children, local public, government employees, ITBP jawans, various NGOs from the state and Directorate of Field Publicity, Govt. of India, Ministry of I & B, Ziro Unit joined the cleanliness drive.
The participants divided themselves into different groups to clean the different stretches of the river starting from its source till the end of the plateau.
The Chief Minister wielded a locally made bamboo brooms and devices designed by Narin Ajin Society and picked wastes from the river banks. The bamboo devices were designed, especially to clean various types of garbage in the river.
The Chief Minister appreciated the AYA initiative terming Kley River as the 'lifeline' for the people of Apatani plateau. Pema also hailed the sense of unity and responsibility among the people.
The Chief Minister also participated in an on-the-spot slogan contest. A drawing and painting competition on cleanliness was also held for school children who participated in the programme.
PHED Minister Takam Pario, Parliamentary Secretary (Hydropower) Phosum Khimhun, Parliamentary Secretary (Transport) Likha Saaya, Raga MLA Tamar Murtem, Ziro MLA Tage Taki, DC Kemo Lollen, SP Ziro Tage Habung and members of AYA participated in the cleanliness drive.
The Halo Society comprising students of 1997 batch of class X VKV Balijan and VKV Jairampur provided refreshments to the participants.
Later, the chief minister and his entourage visited famous Sidheswar Nath Temple in Ziro and offered prayers.
Pema also inspected the proposed site for Mini Secretariat complex here. He instructed executing agency PWD to complete the works of mini secretariat within the next 6 months.
He suggested on incorporating traditional architectural designs in the building as being adopted in government building in Tawang and West Kameng.
The CM also inspected the site for the proposed multi-level parking attached to the proposed mini secretariat building, the on-going construction works of 4000 capacity sports stadium at Ziro.
During his busy schedule, Pema, who arrived in Ziro on Saturday, inaugurated the office cum emporium of the Arunachal Pradesh State Weavers Co-operative Federation Ltd. and the office of the Zilla Chairperson here this afternoon.
The Co-operative federation has members from all over the state, informed the federation officials. The emporium has collections of textile weaves of all the tribes in Arunachal.
The Chief Minister appreciated the good work carried on by the weavers' federation that provides opportunity for self-employment. He also advised them to set a good example for self-sustenance so that people from rest of Arunachal can learn from them on self-employment.
In response to a memorandum submitted by Zilla Chairperson Hage Kobing, the Chief Minister assured to approve funds for the retaining wall for the office. Further, he assured to fulfill rest of demands in phase wise. He advised the panchayat leaders to be in touch with the grassroots and to properly implement all the govt. of India programmes and policies.
The Chief Minister also laid the foundation for establishment of Industrial Training Institute (ITI) at Dilopolyang to be executed by RWD.
Press fraternity condemns killing of journalist in Bihar
ITANAGAR, Nov 13: Shocked by the gruesome murder of a journalist by unidentified assailants in Bihar, the state press fraternity condemned the incident with strongest term and urged the Bihar government to give justice to aggrieved family members.
Journalist Dharmendra Kumar Singh who was working with a prominent Hindi newspaper Dainik Bhaskar was gunned down by unidentified motorcycle-borne assailants at Amratola, Sasaram in Bihar on Saturday morning. It is the second murder of a journalist in Bihar in the past six months.
In a joint press statement issued on Sunday, Arunachal Press Club (APC), Arunachal Pradesh Union of Working Journalists (APUWJ) and Arunachal Electronic Media Association (AEMA) expressed deep shock at the killing of fierce journalist who take on powerful local mafias in many occasions through his writings. The fraternity termed the incident as cowardice attempt to muzzle down the freedom of speech. The Press fraternity also urged the Bihar government to come up with a mechanism to protect scribes so that crusaders of freedom of speech should not be cowed down.
"Murder of journalist reflects the deteriorating law and order, it is the duty of welfare government of Bihar to protect the press fraternity and ensure safety of all scribes in the state" the press bodies stated.
It further added that perpetrators should be brought to justice and awarded exemplary punishment, so that it sends message across.
Expressing solidarity with media fraternity of Bihar as well as with aggrieved family, APC, APUWJ and AEMA stated that courageous writings of late Dharmendra Kumar Singh will embolden and inspire working journalists across the country. The fraternity further prayed almighty god for eternal peace of departed soul.
Journalists' Forum Assam (JFA) also expressed shock over the killing of journalist Dharmendra Kumar Singh.
The Indian robust media fraternity thus lost sixth scribe this year after Tarun Mishra (Uttar Praedesh), Indradev Yadav / Akhilesh Pratap Singh (Jharkhand), Rajdeo Ranjan (Bihar), Anshita Bawa (Punjab), and Kishore Dave (Gujarat) were silenced by the assailants.
Cautioning Bihar chief minister Nitish Kumar to take some visible actions against the murders as his State witnessed the assassination of two scribes this year, the JFA reiterates its old demand for a special protection law for the benefit of brave journalists across the country.
"How may scribes have to die to compel the Union government to formulate a national action plan for safeguarding the media persons in India, " JFA questioned.
AR nabs NSCN(R) cadre
KHONSA, Nov 13: Assam Rifles (AR) based in Khonsa inflicted yet another major blow to NSCN(R) capturing a hardcore cadre of the outfit on November 12.
Acting on intelligence input about presence of an armed cadre in Khonsa town, the troops of Assam Rifles conducted search operation. The troops cordoned off the house, where the cadre was suspected to be hiding. They apprehended the self styled 2nd Lt. Chailak Wangsa of NSCN(R) while he was trying to flee.

Exhilarating crowd, electrifying atmosphere around the stadium has always been associated with the Football. However, such intensity of maddening crowd is not always associated with Arunachal football.
Ostensibly, the flight of Arunachal's football never took off. Rather it stayed grounded ever since people learnt to kick the ball.Arunachal Pradesh Football Association (APFA) was founded during 1980s and got affiliated with All India Football Federation (AIFF) in 1992. However, unlike other Northeast states, Arunachal has lesser feather on its crown to count.
If a football aficionado looks back, he would find only three feathers on the crown.In late 80s, Rama Krishna Mission School Aalo(West Siang district) made it to finals in Subroto Cup, perhaps the only educational institution from the state so far to achieve the feat. Years after long draught, the state bagged bronze medal while hosting National Youth Festival in 2014.And as a host team it made to the third place in the recently concluded Dr. T Ao Memorial Football Tournament defeating rival Assam 4-2.
Needless to say, none of the Arunachalee players has played in extravagant Indian Super League (ISL) despite Northeast United Football Club co-owner John Abhram saying that he is focused on giving opportunity to Northeast players during ISL opening ceremony in Guwahati recently.
What went wrong? Is it because of lenient sports policy?
Former Indian Football Captain Bhaichung Bhutia during his recent visit to the state pointed out that lack of league system in Arunachal could be the reason for the state players failing to make their mark in the national and international arena.
" Zonal league system is needed to be revamped to identify the good players and foster good team to represent Arunachal in the regional and national level competition" Bhaichung suggested.
Former Indian Football Captain added that the state football association should groom younger players by engaging district football association to conduct district level tournaments in regular interval so that talent players can be identified.
Former Indian Goalkeeper Gumpe Rime who is currently managing the Youth Development in Shillong Lajong Football Club and the lone Arunachalee who represented India many a times had similar view to take the state football to next level.
"Football in Arunachal is a school without teacher", Rime puts it while advocating for introducing of club culture and academy in Arunachal.
"The game standard will not change with few tournaments, unless league system and an academy are introduced. Many clubs and team come up overnight and vanish into thin air after the tournament is over" Rime said.
"To revamp the state football and nourish young players, we are now focusing on league system. At the same time poor infrastructure is also a reason for lack of improvement", tells APFA General Secretary Kipa Ajay.
APFA GS claimed that untimely funding pattern for state calendar tournaments such as Tadar Tang Memorial Tournament, Dera Natung Memorial Tournament and Eagle Trophy is discouraging to conduct major tournaments successfully. He is further critical about Chief Minister's Trophy terming it as waste of public money with no outcomes.
Over the years, the poor infrastructures and lack of funding were being cited as reason for stunted growth of the state football, and its players failing to make splash in national and international level. However, according to Indian Football legend, Bhaichung, infrastructure is secondary issue, rather will of the player and professional approach to a game is key to improve.
"The will of people is key in every sports. In Northeast, impatience and negativity towards football and other sports is bogging down the competitive temperament" Bhaichung said.
Extending their support and guidance to improve the football in Arunachal, both football legends further advocated for qualified coaches and education of coaches stating that they create players.
"We are strong, quick and there is passion all around but if we are not organized properly, we are going nowhere" Rime foresees adding that it is high time to bring some changes to improve football in the state.
GSU refuses to budge
ITANAGAR, Nov 13: Refusing to budge on its demand, Galo Students' Union (GSU) has appealed to the competent authority to initiate necessary step to stop the inauguration of Liromoba MHS in the interest of general public of the area.
Reacting to the clarification given by Department of Hydro Power Development (DHPD), GSU in a press statement claimed that neither the Chief Engineer nor Turnkey Contractor was the competent authority to issue NOC, saying that it has to be issued from commissioner level. Since the project in question is under CBI scanner, the NOC has to be come from the investigating agency, the GSU said.
In West Siang district, there are 27 Small Hydel Projects, out of which seven are in Liromoba Assembly Constituency. But sadly, none of them is functioning, the students union rued.
Raising doubt over functional ability of the said project, GSU claimed that the machineries and other equipments of the MHS have been given outside painting in the name of renovation, which could be witnessed by a team of GSU during its visit to the project site on November six of this month.
Responding to the local MLA's press statement, the students' union made it clear that GSU is an independent and non- political body and is neither against any development activity nor against the visit of Union Minister Kiren Rijiju to Liromoba.
Golden Jubilee celebration of GHSS Pampoli
Accord top priority to study, says DC incharge
SEPPA, Nov 13: The 3 days Golden Jubilee Celebration of Govt. Higher Secondary School Pampoli began amid huge gathering at Pampoli on Sunday.
While inaugurating the mega celebration, East Kameng District Deputy Commissioner in-charge, Tamuna Messar (ADC Bameng) exhorted the students to accord top priority to study and adopt the path of hard work to become a successful person. "A man can become a great person with his own efforts and labours. Only hard work can make one's future great," he said. He requested the teaching fraternity to impart quality education and encourage and motivate the students to imbibe good habits. He further expressed hope that the faculty and student community will perform hard to achieve excellent and bring laurel to the district and the school in particular.
Speaking on the occasion, DDSE Kata Rangmo, an alumnus, advised the students to give importance to study and urged the public to cooperate with the school authority to make the school one of the top educational institutions of the state.
Besides DC, HoDs, public and panchayat leaders, school alumni, govt. officials, public, and students from GSS Lumdung, GSS Bana, VKV Wessang, KGBV Wessang, GMS Watte, GMS Wessang, GRS Nere and GRS Ramgang were present in the inaugural ceremony.
The presentation of march-past and colourful cultural display were the another highlights of the inaugural day.
Later in the day, final matches of football (boys and girls) and volleyball (boys and girls) were played. In football (boys), the GHSS Pampoli Team A has defeated the GHSS Pampoli Team B. In volleyball (girls), the GSS Bana has defeated the GHSS Pampoli. The results of the final matches of volleyball (boys) and football (girls) are awaited. Cultural and literary competitions will also be organized in this 3 days event.
Kathina Civara Dana ceremony begins with religious fervour
ITANAGAR, Nov 13: A two-day Kathina Civara Dana ceremony started on Sunday at the Golden Pagoda (Kongmu Kham) at Noi Cheynam in Namsai district. The ceremony is held after the conclusion of Varsha Vaas (Rainy Retreat) of Theravada Buddhists when robes are offered to the monks.
The Kathina Civara Dana is being performed by the Thai devotees. The day started with the hoisting of World Buddhist Flag by Rev. Saddadhikho from Thailand in presence of other monks and devotees. In the afternoon, the Holy Relics of Lord Buddha which arrived on 11 November last along with an image of the Buddha known as Por Bpor Ror was taken in a procession around the pagoda premises. The Pro Bpor Ror image was conceptualised and designed by the King of Thailand Late Bhumibol Adulyadej to commemorate the 2500 birth anniversary of Lord Buddha. It was kept in the Wat Bawon Nivet of Thailand before being brought here.
It was informed that the Late King Bhumibol Adulyadej gave his consent to gift the image to the Golden Pagoda on the day of his demise. After the religious procession, a dhamma discourse was held by Venerable Dhammadipo.
After the dhamma discourse, Mungchalingta Buddha was unveiled by Deputy Chief Minister Chowna Mein. The Mungchalingta Buddha statue was donated by Mrs. La-Ong Boonprasert from Thailand. The statue is built resembling the period of Lord Buddha's one week meditation after the enlightenment in the same position.
Later, Rev.Dhammadipo held a brief meditation session with the devotees. The monk is a master in a form of meditation known as Cittanupassana which translates to Mind Power Development. After that there was a presentation ceremony where the reverend monks offered gifts which included photo frame of His Majesty King Bhumibol Adulyadej to DCM Chowna Mein and Ven.Vimalatissa Bhikkhu the abbot of Golden Pagoda Monastery.
In his address DCM Chowna Mein said the permanent installation of the original holy relics of Lord Buddha was a gift of dhamma for everyone in the North East. He thanked the reverend monks and the Buddha Relics Foundation of Thailand for the precious gift on behalf of all the devotees. He added that there was a believe amongst Thais that the King Rama the Fifth had been to this part of India though further research was required and there were many research scholars who were enthusiastic about doing research on the same.
Altogether twenty six member Thai delegations had arrived along with the relics on the invitation of Deputy Chief Minister Chowna Mein and Venerable Vimalatissa Bhikkhu, Abbot of Kongmu Kham. A lady amongst the delegation Miss Acharapan Phiboonsuvan who owns a yoga studio in Bangkok said that it was like coming back home regarding this visit and informed she would again visit in future.
Later in the evening, hundreds of wish balloons (Fung Phai) illuminated the Kongmu Kham and cultural programme organised by the Tai Khampti Heritage & Literature Society (TKHLS) mesmerised the gatherings.
Mr Arunachal Mega Model Contest gets off to a flying start
ITANAGAR, Nov 13: With an endeavor to provide the budding models of state a platform to showcase their capacity, the first audition round of Mr Arunachal Mega Model Contest got off to a flying start here on Sunday evening.
Organized under the aegis of Aries Corps Talent Management (ACTM) the mega model hunt witnessed 18 top models from across state fight it out hard to make it to the next round.
The first round saw the contestants walk the ramp and answer some tricky questions being put in front of them by the jury which included renowned designer Bonnie Darang, Arunachal News 24x7 CEO Sapna Tayem and organizing committee chief advisor Tadi Dodum.
However, by the end of the day, only 15 contestants, out the 18, made it past the first round of auditions.
Taking on the sidelines of the contest, Organizing Committee Vice-chairman Lobsang Drodel informed that the selected 15 contenders of the Mr Arunachal 2016 would now go through some rigorous grooming and personality development sessions which would be conducted by none other than Grooming Guru and Mentor Opang Jamir, former Mr Earth India (2011) and Mr International India (2012).
Lobsang also informed that the ultimate winner of the contest is set to walk away with lots of exciting prizes, which include cash awards, a free trip of 4 days and 4 nights to Bangkok, shopping allowance, and tour and visit which is officially sponsored by flyguru.in and DRUKAIR (Royal Bhutan Airlines), including various other sponsors.
"The winner will also be a spokesperson for the youth of today on "healthy lifestyles, HIV & AIDS campaign, drugs free campaign etc while the first and second runner up of the contest would also get a paid trip to Bhutan," he added.
When questioned on the cause behind organizing the event, organizing committee chairman Taniya Budh informed that they are looking forward to provide the gifted model a stage which no other pageant contests in Arunachal has provided so far.
Unlike other talent hunts and events, we will try our best to promote the winner of this contest at least till the national level (Mr India). We will groom him for a year and provide him all the necessities that are required to make someone an apt model, added Budh highlighting that the entire contest has been funded by the ACTM.
The grand finale of Mr Arunachal 2016 is slated to be held on November 19 next at Siddhartha Hall here where India's Next Top Model second runner-up Gloria Tep would be present as the chief judge.
North East Youth Leadership Fest 2016 at Punjab University held
ITANAGAR, Nov 13: Minister for Sports and Youth Affairs, Fisheries, Animal Husbandary, Vety and Dairy Development Rajesh Tacho inaugurated the North East Youth Leadership Fest 2016 held at Punjab University, Chandigarh on 12th November 2016.
In his inaugural address, Minister Tacho urged the participants to make North East India proud in Chandigarh through their disciplined behaviors. He also urged the NE youth participants in the festival to showcase the North Region and it's people through their polite behavior.
The Minister Tacho, also said "we want you to take care of your safety at all times and try to make positive changes in the mindsets of the people of the neighborhood about North Easterners".
Rajesh Tacho appreciated the Organizers namely the Rajiv Gandhi National Institute of Youth Development Chandigarh, NSS Unit of Punjab University and the Don Bosco Youth Centre Itanagar for their innovative and efforts for organizing two-day long North East Youth Leadership Fest 2016 at Chandigarh.
The Fest was participated by more than 1000 youths studying and working in Punjab and Chandigarh.
Earlier, Stenzin Dawa Regional Director, explained the theme of the Fest-Connecting Communities through culture and sports by involving youths. He also described the uniqueness of North East India and it's people.
Fr. Cyric, Director Don Bosco Youth Centre, Itanagar spoke about the main purpose of the programme which is to empower the youths of North East India to live well in Chandigarh and be agents of peace and harmony. The Fest, the second of it's kind in Chandigarh include animation sessions, cultural dances, songs, cultural discussions.
AAK conference concludes with positive note;Adi to be introduced in schools as third language

PASIGHAT, Nov 13: The XIth General Conference of Adi Agom Kebang (AAK) concluded with positive note here on Sunday with decision to introduce Adi as third language in all schools.
The conference decided on publication of Adi textbooks with modified Roman script by April, 2017, to conduct training/orientation for Adi language teachers, to submit the lists of Adi language teachers to concern DDSEs, to form block and district level board to monitor proper implementation of Adi language, which has already been accepted by government as 3rd language.
A new executive body was constituted with Kaling Borang as President and Tajing Taki as General Secretary.
ABK President Kangir Jamoh, who presided over the meeting, urged AAK's new team to strengthen the Adi language by ensuring introduction of Adi language in schools.
Retired IAS officer Osong Ering urged AAK to maintain proper phonetic while implementing the Adi as 3rd language in the schools.
Bani Danggen, Kaling Borang, Girin Tamuli and Bodong Yirang also spoke and read out their poetry etc.
Prominent poet and writers Kaling Borang, Bodong Yirang, Bani Danggen and Girin Tamuli also spoke and recited their self composed poems and traditional folklores.

In 34-36 Kgs category, Upper Subansiri's Koje Nyam Tamin beat Ngram Taning of Kurung Kumey. The bronze medals went to Tadang Tader of Kra Daadi and Tagia Sono of West Siang.
In 36-38 Kgs category, Bhagat Bachung of West Kameng beat Huri John of Kurung Kumey. Tawang's Jomin Doye and Capital Complex's Tali Taba won the bronze.
In 38-40 Kgs category, Upper Subansiri's Hikum Haji beat Keli Payeng of West Siang. Kurung Kumey's Tadar Taru and Ajay Dada of East Kameng had to settle for the bronze medal.
In 44-46 Kgs category, Gold came to Hania Tagio of Kurung Kumey and silver to Gollo Tare of Dibang Valley, while Nangram Chung of East Siang and Shina Khishum of Capital complex took away bronze medals.
In 46-48Kgs category, Kaken Hania of Kra Daadi won gold, Bengio Pario of Kurung Kumey won silver and Gichik Paul of Capital Complex and Toko Ratam won bronze.
In 48-50 Kgs category, Gold was won by Rinchin Wangdi Mosobi of West Kameng, silver by Youngest Messar of Upper Subansiri and bronze by Mallo Attu opf Papum Pare and Bengai Tahin of Kurung Kumey.
In 60-52Kgs, Tadar Tagar of Kurung Kumey won gold, silver was won by Rede Kena of Upper Subansiri and bronze by was won by Techi Apolo of Papum Pare and Marabm Rame of Kra Daadi.
Badminton coaching starts at Yomcha
AALO, Nov 13: Badminton coaching for all categories of players by coach from Arunachal State Badminton Association (ASBA) started at Jarbom Gamlin Indoor Stadium, Yomcha on Sunday.
Coach Tomar Angu and Managing Director of Young Mission Adventure Club Yomjum Yomgam disclosed that it was a maiden effort to give much needed training to the budding badminton players from remote areas of the state.
The training is sponsored by Young Mission Adventure Club, Yomcha Administration and senior citizens of the area. DIPRO
Football tournament to mark Pakke Kessang Golden Jubilee celebration
ITANAGAR, Nov 13: The football tournament organized as part of Pakke Kessang Golden Jubilee celebration cum Pakke Darshan 2016 (The festival of Valleys) was kicked off by Local MLA and Principal Advisor to Chief Minister Kameng Dolo on November 10.
Altogether, 8 teams from across the state are taking part in the tournament.
Speaking after the inauguration, Dolo advised the players to be very professional and play the game with sportsmans spirit.
On the occasion, he announced Rs 10 lakh for construction of Rostrum at playground.
Local organising Secretary Sunil Nabam advised the players to maintain discipline throughout the tournament. He also informed them about scopes in football.
No substitute for hard work : Ngadam tells students
ZIRO, Nov 13: Education Minister Honchun Ngandam asked students to work had saying that there is no substitute for hard work.
Ngandam, who attended the valedictory function of the Annual College Day celebration of the Government College Yachuli on November 12, underscored the importance of good student-teacher relationship for all round development of children. He also said that the state government has given top priority to education sector.
While responding to a memorandum submitted by the General Secretary of the college, Ngadam announced many developmental packages for the college such as construction of CC pavement from main road to college, completion of internal road, construction of quarters for faculty members, maintenance of boys' hostel etc.
Parliamentary Secretary (Transport) Likha Saaya spoke about the time and its management at length. He asked the students to make their own destiny through hard work instead of leaving it up to others hand. He also advised them to draw inspiration from successful persons.
The Valedictory function was also attended by Yachuli ADC SC Borah, DDSE Yumlam Tana, public leaders, gaon buras among others.
Children's Day greetings
ITANAGAR, Nov 13: Chief Minister Pema Khandu has conveyed his best wishes to children on occasion of Children's Day that commemorates the birth anniversary of India's first Prime Minister Pandit Jawaharlal Nehru.
Paying rich tributes to Nehru, Khandu recalled the late leader's fondness for children and his contributions for their development as the first Prime Minister of independent India.
"While celebrating Children's Day with fanfare, we need to increase awareness of people towards the rights, care and education of children. Children are the key of success and development of the country," the Chief Minister advised in his message this evening.
He called upon teachers, parents and elders to provide children the right track without which they may miss living a good life.
"This can be done only by giving them the right to education, right to care and right to progress," Khandu said.
The Chief Minister also beckoned the people to take the occasion to reaffirm their roles in abolishing child labour, which is one of the worst hurdles in giving children their right to life.
ACS says no to Good Governance day on Dec 25
ITANAGAR, Nov 13: Arunachal Civil Society (ACS) has requested the Prime Minister, Narendra Modi to withdraw the decision to observe the 25th December, the day of Christmas celebrations, as national Good Governance Day. Declaration of the 25th as governance Day is against the spirit of secularism enshrined in our Constitution ACS said adding that the decision may hurt the sentiment of the Christian followers as the Day is being celebrated as Christmas Day across the world.
Moreover, ACS stated that the Government is mainly for the welfare of the people while promoting secularism. It should not curtail the fundamental religion rights of the people. The Govt decision is purely against the Christian believers, the ACS claimed.
Criticizing the Govt decision, the ACS further said that declaring 25th December as Good Governance is against the Constitution of India and it is really embarrassing for the Christian followers.
New entry in Arunachal's orchid flora
ITANAGAR, Nov 13: Dendrobiumsessanicum O.Apang, a new species of Dendrobium Sw. (Orchidaceae), is a new addition to the rich orchid flora of Arunachal Pradesh.
The epithet of the species is derived from the place of collection Sessa orchid sanctuary during 2006. The citation of the author is given after the name of discoverer Dr. Ona Apang, Scientist 'C' from Forest Department.
The new species was published in 'Journal of Economic Taxonomy and Botany (vol.36 (No. 2) in 2012.
DAO dies of illness
ITANAGAR, Nov 13: The District Agriculture Officer of Tirap, Hulem Chimyang, breathed his last on Sunday in a hospital at Dibrugarh. Late Chimyang was undergoing treatment since last year for liver problem and was admitted on Saturday at Aditya Hospital & Diagnostic Centre Dibrugarh in ICU. He is survived by his wife, 2 sons and a daughter.
A permanent resident of Lapnan village, he did schooling from Rama Krishna Mission Narottamnagar, Deomali and Agri BSC from Nagpur, Maharashtra. He joined as Extension Officer (Agri) in the year 1987 at Jegging in East Siang district. In 2014 he was posted as district agriculture officer in Khonsa. (DIPRO)

Volatile situation
The decision of government of India to ban 500 and 1000 rupees notes is making life difficult for the ordinary citizens. Across the nation there is utter chaos in banks and ATMs. Situation is so bad that heavy police deployments had to be done in many places. There is no doubt that decision to ban notes will help to unearth the unaccounted money parked illegally but one wonders whether situation could have been handled better. The government should have made announcement after putting everything in place. The bank simply does not seem to be ready to tackle the situation.
Keeping everything discreet the government should have made much better arrangement
to face the situation. Even though RBI and government claimed that enough cash is
available at banks and people need not be anxious and make repeated trips to branches
and ATMs to hoard money, the situation is just opposite. Majority of ATM machines
are not dispensing notes. There was little respite for cash-

Child sexual abuse in India and chemical castration

The issue of CSA is intricate and challenging to study. The culture of silence, ignorance and lack of sensitivity is the main reason behind it. The Protection of Children from Sexual Offences Act 2012 (POCSO) is the outcome of such grim behavior. A special law for the children below 18 years of age. However our lack of knowledge, the growing complexities of life is playing a major role in increasing the vulnerability of children to various and newer forms of abuse especially, if it is sexual in nature it creates a taboo around the subject matter and very importantly, the vulnerable nature of the children makes the perpetrator strong to gain sexual gratification.
Like any crime that continues to go unchecked, the sexual abuse of children both within our homes and outside is an issue of grave concern and directly suggests the health of a society as a whole.
At least 34,651 cases of rape were reported across India last year, statistics released by the country's National Crime Records Bureau (NCRB) have revealed.
The figures, released on August 2016, showed that victims ranged from female children
younger than six years old to women over 60 years, with those aged between 18 and
30 reporting the largest number of rape attacks -
In the case of children, the data reveals:
:Neighbours were the biggest abusers in such cases in 2015 — 3,149 (35.8%).
:In over 10 per cent of cases last year, children were subjected to rape by their own family members or relatives.
: In 94.8 per cent of cases, children were subjected to rape by someone known to them.
:14,913 cases were registered under POCSO in 2015.
It has been seen an explosive rise in cases of rape of children in the past five years, with data from the National Crime Record Bureau saying a minor is sexually abused every 30 minutes.
POCSO had failed to prevent sexual assault on minors as punishments provided therein were “nothing different than general punishment provided in Indian Penal Code”.
The PIL was triggered by the shocking incident in Bulandshahar district of Uttar Pradesh where a 28 days old girl was raped on December 6, 2015 and photographer rapes minor at wedding programm at kanpur.
Several countries have enacted tough laws to check sexual abuse of children and regularly use chemical castration – the process of using drugs to lower the libido of a person without physically removing one’s sexual organs – as a mode to punish repeat offenders.
Under section 376 of the Indian Penal Code, the maximum punishment for rape is life sentence and minimum is seven years. Existing laws are not enough; India must debate and discuss castrating those who sexually abuse children so that it would act as a deterrent to others. Anticipating the protests that this would evoke, particularly on the grounds that it would be a violation of human rights, though castration might sound barbaric, "barbaric crimes should definitely attract a barbaric model of punishment."
I firmly believed that chemical castration laws would achieve laudable purpose-
Chemical castration sentences are reserved for criminals who commit heinous crimes such as rape, child molestation, lewd, or lascivious acts. A method of sterilization, a means of reducing the offender's sexual libido, a punitive form of punishment, and a treatment for certain medical conditions. Therefore, it is plausible that chemical castration has the ability to satisfy all four goals of criminal punishment: retribution, deterrence, incapacitation, and rehabilitation.
